No child left befind well he's left behind

I have a son that turns five this August the sixteenth but the cut off date is on the fifteenth for the kindergarten and I really what him to go he's stressed out because his whole class from head start has entered and he has been in head start for two years already I need some help get him in because I've called around no one called me back in when I get someone they said he have to be a gifted child to enter kindergarten it's not fair just give him that one day his sister is already at the school he will be attending there's two teachers that's willing to take him in there class so let him go they kept one of my children for going on time now they doing it again because they keep changing cut off dates
