Ban ceremonial balloon releases

Balloons released during ceremonies are obviously falling back into our oceans, forests, pastures, parks and innocent wildlife are ingesting, being entangled and needlessly dying as a result. These ceremonial releases need to be banned and fines should be in place to discourage people from this activity.
