Uniform Animal Protection Rights across the U.S.

Domestic pets and other animals are being abused all over the U.S. furthermore, animal protection rights currently vary widely from state to state. We need uniform laws so an animal can have the same protection regardless in which state it resides with its owners. Did you know that an animal can be poisoned or shoot in Alabama for simply peeing in a neighbor's yard? Apparently in Alabama, an animal is supposed to have a working knowledge of real estate law and property rights, and to know it is illegal to pee in someone else's yard on penalty of death? Did you know that in Ohio it is legal to abuse farm animals? They do not have any rights to not be starved, tortured, or killed? Animal abuse laws need to be: 1) uniform across all 50 states 2). Carry fell you charges based on the cruelty and the crime. 3). Carry heavy fines based on the amount of cruelty and the crime. Additionally, animal abusers names need to be kept in a Federal Registry so they cannot purchase or adopt any more animals to injure, torture or kill. Law enforcement can also use this database to search for suspects in serial killings as most animal abusers eventually become serial killers.
