disposition letter

because, it is almost over 20 years i am living in the USA  and at year ago I been approved for a Immigrant visa but my case cannot procced because i need to clear it out in the court of harlinger texas my record... so far what i need to do is request a disposition letter from the court and from there are i will be able to open my case in immigration court but it has to be possible by getting a dispostion letter from them means harlinger texas and later on to apply for mi visa.
