Stop the misery of chained dogs

Every year dogs in Tennessee either die or live in absolute misery being chained. Most have only a wood or plastic house with no bedding. The law says that if they have shelter, they are within the law and can't be removed. Please help me stop these horrible living conditions for the most loyal of animals. Owners should have to provide a minimum 10x10 fenced area with adequate bedding and clean drinking water.
