HELP Sebastian be given the same VPK Educational Opportunity as his twin sister

I am petitioning on behalf of my son to be given the same opportunity that his brilliant sister, Zoe, has been afforded: A Voluntary Pre Kintergarden Program that takes place among like minded peers where eating is encouraged and there is the best chance for developmental progress.
Sebastian's only disability is how he consumes food. Otherwise, he is not unlike his twin sister, Zoe. However, since being forced into a daycare for over eight hours a day meant for very wonderful, yet far advanced in their disabilities, children, he has regressed, requiring now more therapy, and further disabling him. He desires the opportunity to join his sister for three hours a day in a Voluntary Pre Kindergarten program where he will have outside play, snack time, proper socialization, and can be encouraged about eating when he is ready.
