Justice for Rex, Puppy Who Was Tied Up and Tossed From a Car!

After her 18-month-old puppy Rex went missing, Deb Ferrara was ecstatic to receive a phone call from a woman who said she had found him. Unfortunately, the condition she found Rex in was quite horrific. While driving down Interstate 80 in California, the woman and her fiance saw Rex flying out of a blue Prius with his legs tied in plastic. The woman stopped to try to save Rex, but another car hit him before she could.
