BECAUSE THESE FAMILIES ALREADY HAVE OVERWHELMING FINANCIAL AND MEDICAL NEEDS. TRYING TO LEARN THE LAWS ANDRIGHTS OF THEIR CHILD IS TIME CONSUMING AND EVERY CHILD DESERVES A FREE ADVOCATE OR ATTORNEY AT THE EXPENSE OF THEIR DISTRICT TO INSURE THE CHILD GETS ALL NEEDS MET FOR THEIR EDUCATION.
