Canine AKC Good Citizen testing is a ten step process that can be researched on www.akc.org.  Muzzling large dogs is to say they are all vicious but little dogs can bite too.  Monroe already has a leash law and they need to work more at enforcing that instead of putting more laws in place.  If the dog isn't on a leash chances are the owner isn't going to follow the muzzle reule either. Individuals need to take the time to be aware of pet safety even if they are a non-pet owner.  They need to now not to aproach a dog without the owners permission.  When you pet a strange dog pet under the chin as this is a submissive gesture, while if you reach for the top of the head it is a dominate gesture.  Please add your signature to support enforcement of leash laws and Canine AKC Good Citizen testing instead of muzzling dogs or banning breeds.
