Second Chance Act and The Smarter Sentencing Act is the biggest overhaul in federal drug sentencing

Anyone who commits a non-violent drug offense, even for the first time, is almost guaranteed a lengthy prison sentence. Our prisons are overflowing at the tax payers expense, and they are not rehabilitative whatsoever. This petition aims to accomplish that we establish federal prison alternatives (home confinement, probation, rehabilitation and community service) for non-violent drug related crimes committed by first time offenders. Prison doesn't rehabilitate, but probation and community service with more strict VOP guidelines would help encourage positive behavioral and lifestyle changes. ALL first time non-violent drug-related offenders who have been forthcoming, transparent and remorseful for their actions should not be sent to prison.
