The U.S., the European Union, and Russia have all banned seal-fur imports, and Canadian officials admitted that China has not panned out as a market despite years of effort. The reason the Canadian government continues to defend and pour money into this dying industry is because political parties crave the seal region's swing seats in Parliament.
