Central Motor Vehicle (Eleventh Amendment) Rules, 2015 was introduced but operation, suspended till September 30, 2016, another amendment also proposed, hence Abhishek Kadyan with Miss Suman Malik and Ms. Sukanya Kadyan Berwal demands to revoke suspension introducing prototype of vehicles as per ISI specifications and drop the idea of amendment, which violate 5 legal rights of animals.

In exercise of the powers conferred by section 110 of the Motor Vehicles Act, 1988 59 of 1988, the Central Government hereby exempts the motor vehicles transporting livestock from the purview of 125E of the Central Motor Vehicles Rules, 1989 and operation on the said Notification suspended till September 30, 2016, which is attached here with for immediate response and to protest at the level of Animal Welfare Division along with the level of Animal Welfare Board of India because the said Notification 125E of the Central Motor Vehicles Rules, 1989 was issued on the resolution passed by the State Committee for Slaughter Houses (Govt. of Haryana), on the proposal submitted by Naresh Kadyan, now all shadow activists, PETA India, FIAPO and PFA India, headed by Mrs. Maneka Gandhi are silent, no public Interest litigation was moved, even not a single vehicle was booked, neither prototype for goods transport vehicles, as per ISI specifications were introduced by the Ministry concerned and we are sure that again Ministry will extend the said period after September 30, 2016, hence OIPA in India along with PFA Haryana and Animal Welfare Party strongly protest against said suspension, whereas ISI specifications along with State Motor Vehicle Rules are enforced and Director General of Police along with Director General of Animal Husbandry, Haryana endorsed Naresh Kadyan, Chairman, PFA Haryana letters to all concerned field functionaries for strict compliance. - Abhishek Kadyan with Miss Suman Malik.

Please find attached here with G.S.R. 621 (E) dated June 23, 2016, Draft for Central Motor Vehicle (Amendment) Rules, 2016, proposal for amendment in Central Motor Vehicle Rules, 1989, in Rule 125E, sub section 3 and 4, which seems to unconstitutional, keeping in article 51 A (g) of Indian Constitution read with the five liberty and animal rights uphold by the Supreme Court order dated 7.5.2014 in SLP (C) No.11686 of 2007, besides it ISI specified vehicle became necessary to carry animals, as per their shape and size, instead their weights, whereas Cattle Transport Rules, 1978 amended in 2001 were also uphold by the Supreme Court in the orders passed in CWP No. 309 of 2003, confirming the mechanism for animal transportation. Hence, I Naresh Kadyan along with Abhishek Kadyan from Canada, Miss Suman Malik from Mumbai and Ms. Sukanya Kadyan Berwal from Ahmedabad strongly opposed the Draft for Central Motor Vehicle (Amendment) Rules, 2016 because animal is a living creature and have feelings, neither shifting for slaughtering or breeding purpose, why discrimination and double standards among animals, so give respect to the animals and dropped the said proposal, whereas Ministry already committed a contempt of court, placing Central Motor Vehicle (Eleventh Amendment) Rules, 2015, under suspension till September 30, 2016.
