Not enough live music bands since covid19

I would like the state to allow me to open a large theater for live bands , painting artists, and comedy
There are lots of state funded arenas for Rodeo so it's
Like racist and/or partiality against other types of art
Cause their is an art to Rodeo and it helps keep kids out of trouble, so my idea is needed for good kids who get bored and 1the justice system can be very harsh.
