Safe Motorcycle Passing Act

Motorcyclists should be allowed to pass inbetween traffic under certain safe conditions. This petition is created to mimic the California Highway Patrol guideline on safe "lane-splitting" for motorcyclists in an effort to reduce unnecessary emissions and give a degree of aleviation to the traffic congestion. under this law, while the general flow of traffic is below 40 mph, motorcyclists can pass between lanes of traffic at a speed not to exceed 10 mph greater than the surrounding traffic. The law will also allow motorcyclists to pass between stopped traffic at lights and move to the front. This will allow traffic to flow more smoothly on surface streets.
