Demand to only pay for water that goes through your meter !!

Right now the residents of the Town of Elkton, Maryland have to pay for a minimum of 9,000 gallons of water regardless. Even if you only use 4,000 gallons you still have to pay the minimum 9,000 gallons.
Residents should only have to pay for what they use !!!!
