Regulate smoking locations and ban smoking and walking

Concerned about health issues with people smoking everywhere (especially in urban locations). Should not be able to walk and smoke, because people behind you are inhaling second hand smoke. Should not be able to smoke in high traffic areas (e.g., in front of buildings).
