Cyclist being required by law to have an identification number plate

Cyclists are unidentifiable whilst useing Australian roads, in turn not being able to be held accountable for breaking road rules. For too long have they been able to break laws and hamper their own and others saftey .They need to be identafiable if operating cycles on australian roads just like any other motorist is. Lets get the political and law enforcement figures onto this.
