Federal Bankruptcy Law Helps Non-Custodial Parents to Abandon Medical Costs of a Child

I am in shock that I am solely responsible for the high deductible and medical co-pays, deductibles...that I, the custodial parent must pay for my special needs child.  My credit is ok, but not good enough for a low interest credit card or loan.  I must pay debts as guarantor of my child for 4 years, when bankruptcy is resolved.  The local court order is not in effect because Federal Bankruptcy order supersedes, allowing my ex-husband to pay debts for his new furniture purchases, attorneys...he accumulated most of his debts when I left to get a divorce and get out our unhealthy marriage.  I have been waiting 2 years now, as I have to have an attorney to represent my daughter's special needs costs and Texas Attorney General's office will not represent my daughter for 2 more years.  I need help now.  The Federal Government ought not allow for a non-Custodial parent to forgo paying for a child's current medical costs, while the other parent pays it all, goes to all Drs appts...
