NO MEANS NO, THE FELIX LAW

All to often, we tell people "No" this means that people shouldn't touch a dog if told "No" .Too many dogs, are quarantined or killed because normal people don't listen. Felix's law would protect any dog warns a human, by either, showing teeth, growling or having had a human say "NO". The law would cover any dogs that a person has previously been made aware they should not touch. The law also cover dogs on their own property, or walking on public streets, in the care of a kennel or sitter. 
Further more, if a dog feels threatened buy you or others, he is well within his rights to bite you.
