Reduction in UNISA Foreign Student Levy

Foreign Student levies for students studying through Unisa, who don't reside in South Africa are double the cost of modules.
This high foreign levies has made studying with Unisa almost impossible for foreign students are we are forced to spend ridiculously high amounts per semester. We are forced to pay lump sum amounts of R 8650 for registration for our studies per semester. We spend close to R 13000 per semester and R 23000 give or take per annum for our studies. The cost of the modules per semester are quite cheap but the foreign levy just makes the whole tuition fee expensive.
This high costs has some students rethinking their decision to study with UNISA and also has many struggling to afford to pay their tuition fees. What exactly does the foreign student levy comprise of? Since we don't even have support centers in some countries, the only facilities that we use are exam centers, there is no way that rental fees and payment for the examination invigilators are that expensive? And it can't be the cost of courier for our study materials either. If rental fees, courier and payment of exam invigilators are that expensive than I suggest that Unisa seeks much more affordable venues, people and a less expensive courier company as this costs are really digging into foreign students' pockets.
We would like a reduction in the UNISA foreign student levy to a reasonable price. Foreign student levies should at least be half the price of one module that is registered by a student.
Isn't education supposed to be basic right? Why are we subjected to such high foreign student lievies?
