I want to stop people from tying dogs in yards more than one hour a day.

This issue is ongoing and needs to be addressed.animals are being abused and deserve better.pit bulls in particular are vulnerable to this ,as they are used frequently as " guard dogs."On a recent visit to the spca,I was astounded by the sheer number of abandoned pit bulls.However,they are not the only breed that are abused in this way.A lot of larger dogs are banished to the outdoors when they become adults due to their size,lack of house training and other issues.Ignorance is also a factor as some people continue to believe that animals have no feelings and should be outside.
