ESTABLISH PARKING RESTRICTION IN ALL LOS ANGELES NEIGHBORHOODS

With the changing demographics, our neighborhoods are becoming over flooded with cars, to the point that there's never space in front of our homes for guests. I propose that parking be restricted to four hours and no overnight parking (with exception if a neighbor has a party or family gathering).
