Control on 'Puppy Farms' and licence for pet owners

I wish to start a potion to demand that anyone who purchases a pet must first be inspected to see if an animal would be suited in the care, then licenced and the staid or neutered, to control over breeding and puppies being sold and then thrown out on the streets or in shelters when they are "TOO MUCH" for the owners.
There are too many animals out there that loose their lives daily due to mistreatment, abandonment and greed.

I do truly believe that only selective breeders should be allowed to be breed and sell litters to respectable, reliable, loving and reponsible owners.
NOT a puppy mill but a REGESTERED breeder.
