Fix the flooding problem in Tehama County

Flooding in this area has apparently occurred numerous times in the past with some reports of 5 or more floods in the past 20 years. If so, why hasn't this problem already been fixed? Something is seriously wrong. The same reported problems seem to recur - break in levies/berms, creek overflows, no drainage, etc. Isn't it obvious that the county's flood management plan hasn't worked for years? Yet, none of our elected officials seem to have the solution. This is not want we want to here. We need this problem fixed once and for all.
