Stop outsiders from being released to a county they're not from.

There are now far more people that have been allowed into the county of YOLO simply because they have had to be administered to the health and psychiatric facility and then they have been released after the minimum of 72 hours. They need to be taken back to their own resident or community of their own residence we cannot afford to house or allow these vagabonds to run rampant and steal and do drugs in our community and that's exactly what's happening
