Demand that every state implement an Animal Abuse Registry

So often animals are adopted by human predators...who become their abusers, some animals being forced into dog fights, left to starve, discarded, left in filth, exploited..experimented on.before you consider a human for a position do you not check their "criminal record"? Why do we not include animal abusers on that list?
