America needs conservative leadership. Reform the GOP Presidential Primary Process Now!

Problem:
The current GOP primary process (which gave us candidates like Romney, McCain and Dole) is a losing formula that disenfranchises the conservative majority of the party.

Solution:
To prevent a repeat of the same losing formula in 2016, the GOP should change the primary process to require run-off's between the top 2 candidates to follow any election wherein no candidate garners a majority (more than 50%) of the votes cast.

Why it is necessary:
GOP Establishment Progressives (like Romney, McCain, Dole and Jeb Bush) represent the largest minority of the Republican party. How is it then, that establishment candidates keep winning primaries (and keep losing the Whitehouse)?

Consider the 2012 primary that gave us Mitt Romney. After the first 13 state elections (before Super Tuesday), Romney, having "won" 155 delegates by then (an overwhelming lead vs the other candidates) was established as the GOP front-runner (and enjoyed the press and financial support associated with front-runner status).

A closer look at the result of these early states is instructive:
Romney (Establishment Progressive): 40.7%
Santorum (Conservative): 24.1%
Gingrich (Conservative): 21.8%
Paul (Conservative): 11.2%
Perry, Huntsman & Bachman (Conservatives): 2.2%

Another way to look at it:
Establishment Progressives: 40.7%
Conservatives: 59.3%

To the point... Romney "won", not because a majority of Republican voters chose him, but because the conservative vote was split among 6 essentially similar conservative candidates.

Common Sense:
If run-offs would have been required in 2012, the result would have been very different. In a one-to-one run-off against any of the 2012 candidates, would someone who voted for Gingrich, Santorum, Paul or any of the others have voted for Romney? To suggest so is unlikely to the point that it is ludicrous.

Never Again:
We refuse to vote for the "lesser of 2 evils" ever again. "McCain/Romney is at least better than Obama" was not enough to bring conservatives to the polls in 2008/2012. And "Bush is at least better than Clinton" will not be enough in 2016. We will not hold our noses and vote for the establishment candidate in 2016.

Act.
The RNC must require run-off's (or some other approach which will yield the same outcome) in GOP presidential primaries if the process is to yield a presidential candidate that the conservative majority of the party can enthusiastically support.
