Make the grills free to use at Costly Mill Park beach Pavilion

Make the grills free again at the beach pavilion at Costly Mill Park. There is a new rule stating you have to RENT the beach/pavilion for $165 an hour to use the beach Pavilion grills. The grills used to be free to use. Now they want you to use the grills all way at the playground.
