Charge staff for animal neglect at Helmetta Animal Shelter

During a raid at Helmetta shelter NJSPCA discovered deceased cats laying in filthy cages plus some 230 neglected, caged animals living in squalid conditions with no water. This is not the first time the shelter has come under scrutiny for animal neglect. Punish those responsbile for this now!
