Demand an end to this cat being abused by his owners.

My neighbors cat keeps coming over because he’s neglected, they have kept him outside in weather below freezing. My parents won’t keep him because they are afraid the dogs will attack him and three animals is enough. He deserves so much more than what he is getting tho. please sign y’all
