make it against the law even during hunting season to shoot and kill any and all out door cats with or with out a small game license

Minnesota and Wisconsin have a law that you can Legally shoot and kill any and all out door cats during hunting season with a small game license , if we kill these outdoor cats we will be up to our knees in mice , moles voles and any other rodents , even if they have a collar on them you can shoot them , they could be someone's pet  , they could be out hunting for their babies, anything , Just dont let law continue , we need to stop it now !!!
