Hold Animal shelters responsible for reporting abuse or neglect for all animals brought in

Justice for Guiro.  Too many times we see dogs and cats and puppies and kittens abused and neglected while turned over to the shelter by their owners.  The shelter should be held responsible for reporting the abuse and start the process of filing charges against the owner of the abused animal.  At that time the owners should pay for vet care immediately, while under the care of the shelter.  Guiro was abused by his owner and then the shelter murdered him.  He died not knowing love.  Ignoring this is like telling a hospital they don't have to report child abuse.  Please sign and share this petition.
