Manicane put up at dog park

This area used to be just a grass area. They turned it into a dog park its open to who ever wants to go in there is no signs are posted they put up this strange looking structure dress in black this is the second structure put up the first one had been hanging from it neck from a news this thing are way out of place any one could of put them up they really don't belong at this park
