Stop the monetization and distribution of sexualized fictional depictions of minors

    We call on governments, online platforms, app stores, publishers, and payment processors to prohibit the hosting, sale, promotion, recommendation, and monetization of fictional sexualized depictions of children and minors, including content commonly referred to as "lolicon" and "shotacon"

    Even when no real child is directly involved in production, this material normalizes the sexualization of minors, creates communities centered around childlike sexual content, and can contribute to environments that trivialize child exploitation. Major platforms and commercial services should not profit from or facilitate the distribution of such material.

    We urge policymakers and companies to:

    Ban the sale, hosting, and monetization of fictional sexualized depictions of minors.
    Remove such content from online marketplaces, publishing platforms, and app stores.
    Prohibit payment processing and ad monetization for accounts distributing this material.
    Strengthen moderation policies against content depicting childlike characters in sexualized contexts.
    Review legal loopholes that allow harmful fictional depictions of minors to circulate commercially.

    Children's safety should come before loopholes in content policy. Fictional status should not be used to excuse the sexualization of minors.
