Erh, basically ninja tabis for some reason has this passive, it blocks 12% of the enemy's basic attacks. You can have this "balanced" unique passive by simply purchasing these boots named "Ninja Tabis." They cost 1100 gold in-game and completely shut down ADC's early-mid game and can block a fair bit of damage late game.
