His neighbors reported that this guy has done this before with animals in his past. It is questionable while this man was not evaluated and held accountable for the first incident.
Recently a man, Mr. Jonnie Boggess, age 47 was reportedly accused of sexually assaulting his pet beagle and told authorities he did it because he thought it was "OK" to do so. He pet named Piglet is a 2-year old beagle spayed mix, weighing in at about 40 pounds. A neighbor of the man discovered that he was sexually assaulting his pet and contacted animal rescue who called state police.
Troopers say Boggess told them he had "gentle sexual intercourse" with Piglet over the summer, but that he claimed it was acceptable because she weighs over 40 pounds and is spayed. He also allegedly informed them that afterwards, he petted the dog and told her he loved her. A neighbor reported that "he has done this before, with animals before, and it's no shock.” Piglet is now in custody of animal control.

Miami, West Virginia Law Enforcement & Judicial System - Mr. Boggess is guilty of sexually assaulting his own pet beagle and has a history of such actions with animals in is past. Why hasn't he been evaluated previously and held accountable for his actions before he had a repeat offense? To begin with, such behavior should be a charge of felony animal cruelty for current and past charges. Additionally, this man does not seem to be thinking appropriately and should undergo mandatory mental evaluation and treatment. Don't just inflict a minor charge, slap him on the wrist and say "don't do this no more" and set him free to offend again! Stop this horrific behavior on an innocent animal.
