Identity theft and fraud

For when I never got my stimulus check because of the IRS let somebody claim me on taxes in 2019 so that delivers a fraud and identity theft my name is Kathy Inc McEntire and I will need my money and everybody else got their stemless but me I'm still waiting because they're good case because somebody claiming me without permission where is my right do I have right I'm a human being not a robot please help me with this
