Punish callous, ignorant man who duct taped Ducky

Meet Ducky, a feral cat that was received into care at Humane Society of Forsyth County. The man dropping her off claimed she trespassed onto his property so he decided to take matters into his own hands by taping her mouth and feet.

Why do people resort to such mistreatment? Why is it so difficult to just bring her into the shelter instead showing such callous disregard and hatred towards an innocent animal? Punish this sicko now, before he does this to another animal!
