Clean Water Act 2.0

Current clean water act failed to preserve our waterways and does not address non point solutions. Because of this, many waterways are not swimmable or fishable; in addition to this, the Mississippi River ,specifically, run off is causing an 8 mile dead zone in the gulf of Mexico. My proposed solution is the Clean Water act 2.0. This act will address point and nonpoint sources as well as require the use of organic or homemade pesticides and insecticides. Also, it will require that oil is recycled and filter to ensure maximum use and decrease the amount of access oil.
