Pass a Law for Puplic Places to have quality CCTV internally & externally

My 14 year old son was robbed last year of his bike, on his way home from school. After stopping for some food at a local chicken shop. He was also threatened to be stabbed. Worser still the culprit did not get caught!!
CCTV was in operation within the shop,but the police stated that the film could not be used as evidence because the quality was poor. WHAT!? We have a police force we pay taxes for and expect to be kept safe when entering and exiting any public area.
Yes I'm talking about shops, restaurants, buses, trains, parks etc...we have the technology!!
No it will not stop crime, but it will be a deterrent. 
To conclude we want to feel protected "in this day and age - why should we have to live in fear all the time" how dare these people get away with the terrible crimes they commit. I feel this will reduce crime and make our world safer to live in.
