Outside Animal Confinement and Reatraints

Too many helpless animals spend years at the end of a chain or confined to a small caged pen. This behavior needs stopped in South Carolina. I call Animal Control numerous times concerning their welfare and treatment only to be told they are within the codes established by South Carolina law.
It is time to change the laws or codes governing these poor neglected and lonely animals. They spend countless hours out in the hot beating sun or cold frigid climate. Many times with only a cold wooden box for a house. If they can’t be excepted into the home with love then why are they kept in the yard like a ornament.
