car dealership selling cars between each must pay registration fees for each transaction

We bought a car from a private owner. We got stuck paying backfees for a car sold seven times before we bought it. The car was sold to a dealer, private owner, dealer, dealer, dealer, private owner, private owner then us. We spent $1,340 to register a 1995 maxima and didnt pay that much for that darn car. How do they get away from paying registration when they hound private owners to pay.  We pay it so should they. They shouldnt be exempt from paying fees.
