A canine pet is a friendly heart give them human equal rights

I had two puppies stolen from me. I went to file a police report and they said it is not considered an emergency. The police did nothing about my puppies being kidnapped. If a puppy is kidnapped they are to be treated equal to an infant being kidnapped and or stolen. I want a law passed where in the event a canine is stolen all media gets involved and A.P. B. is alerted the people.
