End 'No Pets allowed' policy for buying or renting

Thousands of cats and dogs are in every metropolitan city shelters, some waiting for years to be adopted and never are because of the housing situation. Quite a large percentage of apartments, condos or houses have a ' no pet' policy. People want pets and pets want a home. It is cruel to have people and pets suffer because of policy that should not be allowed. What should be enforced is the responsibility for the pet, not the absence of one.
