Making Public Health Buildings more noticable

Public Health buildings aren't appreciated nor visited enough, despite being closer to neighborhoods compared to most clinics and hospitals. They can offer basic health screening and materials, and not only that, but can offer extras like pre-planned healthy meals and more.
