federal funds for spay and neutering

Millions of animals are slaughter every year in animal control facilities.  This suffering doesn't have to go so far out of hand.  Millions of people in a financial situation can't afford to spay or neuter their cat or dog.  The government spends big amounts of money on capturing, sheltering, and ultimately killing cats and dogs with no home.  Federal funds to veteranarian clinics to spay and neuter would control populations and cause less suffering for the animals.
