Animal/pet welfare in South Dakota. We need a felony bill passed immediatly

A couple weeks or so ago, in Sioux Falls, SD; there was a pet abuse situation.   An owner put a small dog, in a kennel, out to their dumpster.  It was a cold night, and by the time animal control/welfare found the pup, his body temperature was very low and in essence they could not save the little guy.   All we have in South Dakota is a misdemeanor law, if one is caught and prosecuted.   Fifty States have felony laws on the books, but South Dakota has not.   We are trying to make everyone aware of this situation.  Please sign the petition so perhaps South Dakota will join its fellow States and have a pet abuse felony law.   It might not resolve the problem; but may deter anyone from thinking about abusing thier family pet or other pets   Thank you so very much.
