1st degree felony for Service Dog Animals being attack and killed or Small dogs that are vulnerable

Just recently June 9, 2019 my Friend’s Service Dog got attack by the next door neighbor, Male Husky dog.. The dog was not being attended at the time of the attack. Now we are looking for Justice in be loved our Service Dog. And want to make a strong law penalties for Service Dogs and small animals that are vulnerable. 1st Degree Felony. All owner should know at all times the whereabouts of there dogs just like if they were taking care of there own kids and needing to know where the whereabouts are with there kids.
