Demand a database for all animal abusers in Malaysia

Animals are being tortured and abused by those who should never have owned animals in the first place. A database for all animal abusers is a MUST! Those who abuse any kind of animal should NEVER EVER be allowed to own one again. It is not acceptable to allow animals to suffer at the hands of those who are cruel, irresponsible and callous.
