Need tollway for guests who are traveling in out of city

Wisconsin resident need a toll way because citizens from this state have been paying for Years to travel in and out of Illinois and this state has been rip off and need to either build a toll or raise taxes to cover cost of most city expenses. We have citizens from other states who have continuously fraudulent activity on the state of Wisconsin. And will not clean up the wrong doing. They have fraudulent on foodshare or snap and false claims on medical. Cost of everything goes up.
